Drohan. a member of the White Plains Police Department for over 35 years who was most noted for his work in the traffic division, died Friday at home. He was 82. and lived at 24 Byron Ave. Born in County Waterford, Ireland, he had been a White Plains resident for 60 years.
Drohan first joined the city's police force in 1920 and subsequently served as patrolman, sergeant, lieutenant and was appointed captain in 1942. Byram Hills suggested a less restrictive limitation, however--to wages, hours, fringes, length of contract, grievance procedures and leaves of absence. THE LAW as written says wages, hours and terms and conditions of employment, which the boards say is too vague and has allowed teacher groups to demand negotiation on any issue at all.
The boards said they want to retain their right to make policy on educational matters, although they might be willing to discuss these matters with teachers in a context other than contract negotiations. Most of the speakers were teachers or school board members. rounding out a trend in the statewide hearings. Teacher groups have struck 55 times In the six years since the Taylor Law was passed. Stewart Henry, a close friend of Drohan's even after his retirement. "We all admired and respected him.
He as the kind of man who wouldn't ask you to anything that he wouldn't do himself," Henry recalled. veteran of World War Drohan was a Communicant of St. Bernard's Church and a member of its Holy Name Society. He had also been a member of St. Bernard's Usher Board since the church was founded in 1926.
In addition Drohan was a lifelong member of Father William A. Durphy Council 450 Knights of Columbus. a member of the White Plains American Legion Post No. 135, the St. Agnes Hospital Brotherhood and the White Plains Elks Club.
Surviving are his wife, the former Margaret O'Donnell of the home address; one son. John J. Jr. of West Chester, a daughter, Drohan of the home address; and three grandchildren. Drohan's last surviving brother, Patrick, of Roosevelt Avenue, died Tuesday.
